Churning Toward the Future — Modernizing Dairy Infrastructure for Regional Impact

Challenge - MDVA, a 900-member dairy cooperative serving the mid-Atlantic and southeastern U.S., faced a strategic need: to expand into the high-growth ultra-pasteurized (UP) milk segment to stay competitive and increase returns to its members. Their challenge was multifaceted—acquiring an underutilized HP Hood facility in Philadelphia, securing federal financing, upgrading infrastructure, and navigating USDA loan requirements. At the same time, they needed to demonstrate environmental benefits and manage stakeholder coordination while entering a premium market space.

Our Role - QuantaVision served as MDVA’s independent feasibility consultant and strategic advisor. We conducted a comprehensive USDA-compliant feasibility study that evaluated the project's economic, technical, financial, and market viability. Our team assessed supply chain resilience, labor and permitting readiness, risk mitigation strategies, and sustainability alignment, supporting MDVA's USDA Food Supply Chain and B&I loan applications. Additionally, we highlighted how the acquisition would allow MDVA to expand its Maola brand, deliver greater shelf stability, and integrate sustainability metrics into both the business case and loan justification.

Result - With our support, MDVA secured over $50 million in public-private financing—including USDA-backed loans—positioning the HP Hood facility for rapid renovation and market re-entry. The upgraded plant will expand production from 10M to 25M gallons annually, enabling UP milk, cream, lactose-free, and high-protein products. The project retains 166 jobs, strengthens access to local dairy markets, and enhances regional food security. Most importantly, it empowers member-owners to move up the value chain with premium products, proving how rural cooperatives can scale innovation while maintaining community roots and responsible business values.
